A City's Foundation Unraveled The vibrant metropolis of Zootopia, a beacon of interspecies harmony, finds its very foundations shaken in Zootopia 2. Picking up in the aftermath of Judy Hopps and Nick Wilde’s triumph over Dawn Bellwether’s divisive scheme, the city celebrates a century of its groundbreaking weather walls – the ingenious infrastructure that allows its diverse inhabitants to coexist. This milestone event, however, quickly gives way to a new, intricate mystery that will test the mettle of Zootopia’s most celebrated law enforcement duo.
Newly elected Mayor Brian Winddancer, a former actor, presides over the centennial festivities, a grand occasion meant to honor the city’s remarkable achievement in unity. Yet, even as Chief Bogo assigns his officers to routine duties, Judy and Nick, now a renowned crime-fighting team, are already on the move. Their pursuit of the elusive anteater smuggler, Sootley, leads them to the bustling docks. Employing a clever ruse, posing as concerned parents with Finnick in tow, they attempt to infiltrate Sootley’s operation. Their plan is nearly derailed by Bogo’s booming voice over Judy’s walkie-talkie, which alerts Sootley and triggers a frantic escape.
What ensues is a high-octane chase through the heart of Zootopia. Judy and Nick, with their characteristic flair and a trail of unintended destruction, including a toppled statue, pursue Sootley. Despite the efforts of other officers to intercept, the duo ultimately apprehends the smuggling ringleader. However, a seemingly minor discovery in the back of Sootley’s van – a single snake scale – sparks Judy’s investigative instincts, hinting at a deeper, more complex conspiracy.
Bogo, unimpressed by their maverick methods, reprimands Judy and Nick, issuing a stern warning: adhere to assigned cases, or face separation. To address their perceived insubordination and potential interpersonal friction, he mandates their attendance at a "Partners in Crisis" support group, facilitated by the insightful quokka therapist, Dr. Fuzzby. While Judy and Nick readily acknowledge their differing approaches, they remain confident in their "dream team" synergy, dismissing the need for significant change.
Back at their shared living space, Judy’s attention is captured by a news report detailing a lavish gala hosted by the affluent Lynxley family. The family, whose lineage is purportedly tied to Zootopia’s founding, is set to display their ancestor Ebenezer Lynxley’s journal, containing the original patents for the weather walls. The journal’s recent recovery, following an alleged reptile attack, immediately piques Judy’s suspicion, especially given the long-standing absence of reptiles from Zootopia. Her research leads her to the eccentric conspiracy theorist beaver, Nibbles Maplestick, whose podcast delves into the Lynxley family’s history, including a tale of a snake biting Ebenezer’s tortoise maid. This historical anomaly, coupled with the fact that reptiles have been absent from the city for over a century, fuels Judy’s growing unease. She enlists Nick’s help, proposing a daring plan.
Under the cover of darkness, Judy and Nick infiltrate the Lynxley gala, their primary objective being to avoid detection by Bogo and his officers. At the event, Judy encounters Pawbert, the Lynxley family’s ostracized member, overshadowed by his more favored siblings, Cattrick and Kitty, and struggling for his father Milton’s approval. Meanwhile, Nick, also spotting a snake scale, observes a mysterious hooded figure amidst the revelry. Bogo’s attempt to apprehend Nick is interrupted when Nick draws attention to the hooded individual. The figure, plummeting from a chandelier onto the stage during Milton’s speech, is revealed to be Gary De’Snake, a pit viper.
Chaos erupts as Gary attempts to abscond with Milton and the precious journal. Judy and Nick give chase, but their pursuit is complicated when Bogo intervenes, inadvertently getting knocked out by one of Gary’s fangs. Gary, in a moment of desperate plea, implores Judy to let him escape with the journal, claiming it will allow his family to return home. Before Judy can fully process this plea, Nick intervenes, incapacitating Gary with a frying pan. Cattrick and Kitty emerge, with Milton attempting to reclaim the journal by any means necessary, even attacking Gary. However, Gary, Judy, and Nick manage to escape through a window, with Judy securing the journal. Their daring escapade, however, leads to their apprehension by the formidable crime boss, Mr. Big, while Gary and an unseen accomplice observe from afar.
The media, quick to sensationalize, brands Judy and Nick as fugitives for their perceived complicity with Gary. Milton, furious, pressures Mayor Winddancer to bring the duo to justice, no matter the cost. Winddancer dispatches Captain Hoggbottom and a specialized team to track them down.
Mr. Big’s warehouse becomes a temporary sanctuary for Judy and Nick. Here, they reunite with Fru Fru and meet her young daughter, Little Judy. Mr. Big offers them a means to disappear and start new lives, a proposition Nick is inclined to accept. Judy, however, remains resolute in her desire to help Gary and uncover the truth. Fru Fru, a fan of Nibbles Maplestick’s podcast, directs them to the conspiracy theorist for further assistance.
Judy and Nick connect with Nibbles, who is thrilled to collaborate with the celebrated officers. She guides them to Marsh Market, a segregated district where reptiles and other creatures like beavers, walruses, and dolphins reside. Within this unique community, Nibbles introduces them to Jesús, a basilisk. Jesús reveals that the journal’s metal casing is only decipherable by snakes. He further explains how the Lynxleys, driven by greed, expanded Tundratown over Reptile Ravine, displacing countless reptiles, and are now planning a similar territorial expansion. Their investigation is abruptly halted by the arrival of Hoggbottom and her officers, forcing an immediate escape. Jesús ensures Judy, Nick, and Nibbles flee by boat.
Gary reappears, reclaiming the journal, and a chase ensues. They navigate the Red Line, a water tunnel perilous for mammals but accessible to reptiles. Nick, demonstrating his unwavering loyalty, saves Judy from drowning by exiting through an emergency passage. He urges Judy to abandon their mission, but she refuses. Spotting two sheep hikers, they learn that a flower depicted on the journal grows atop a treacherous mountain. Reluctantly, Nick joins Judy on the arduous climb. During their ascent, a heated argument over their carrot pen recorder – the very device used to capture Bellwether – results in its accidental breakage.
Reaching the mountain’s summit, Judy and Nick discover a house perched precariously on a cliff. Their location, however, has been compromised by Hoggbottom’s forces. Inside the house, Judy finds newspapers detailing Ebenezer Lynxley and Gary’s ancestor, Agnes. As Hoggbottom’s officers close in, the house begins to crumble. Gary and his secret accomplice, Pawbert, rescue Judy, but Nick is apprehended.
At their camp, Gary utilizes a campfire’s flames to decipher the journal. The truth is revealed: Zootopia was founded by Agnes, Gary’s great-grandmother. Her vision was one of true coexistence, and she conceived the weather walls, collaborating with Ebenezer. However, Ebenezer, consumed by ambition, stole the credit, murdered his tortoise maid to frame Agnes, forged his own patent, and forcibly displaced the reptiles. The original patent, he believed, was destroyed, but it was hidden within Agnes’s old home. Pawbert, witnessing this revelation, pledges his allegiance to Judy, seeking to dismantle his own family’s deceit.
Meanwhile, Nick is taken to a prison housing notorious criminals like Bellwether. Nibbles, also arrested, receives a pep talk from Nick and, fueled by regret for not supporting Judy, fashions a makeshift key from a broom handle, freeing herself and Nick. Their escape inadvertently triggers a mass prison break, releasing Bellwether and numerous other inmates. Nick contacts Flash, the sloth known for his reckless driving, to transport them to Judy.
Judy, Gary, and Pawbert locate Reptile Ravine, concealed behind the desert weather wall. They must navigate a "Burning Mammal" festival to reach it, evading pursuing officers. Nick, back at the station, enlists Clawhauser’s help to track Judy. Milton orders Hoggbottom to eliminate Judy, but she hesitates. A stray shot from her rifle is deflected by Flash’s timely arrival, saving Judy. All escape through the weather wall except for Nick.
Judy manages to access the control room, restoring power to Reptile Ravine and activating a lighthouse that guides them to Agnes’s home. A shocking betrayal unfolds as Pawbert reveals his true intentions, injecting Judy with snake venom and abandoning Gary. His sole aim was to locate and destroy the original patent to gain his family’s approval. Pawbert then moves to inject Nibbles, but Nick arrives, determined to find Judy. Gary, weakened, crawls to Judy, attempting to keep her warm.
A tense confrontation ensues between Nick and Pawbert over an anti-venom pen, teetering over an icy precipice. As other officers breach the building, they mistakenly believe Gary is attacking Judy. The cliff edge crumbles, but Nick manages to kick the pen to Gary, who revives Judy. She awakens just in time to pull Nick to safety as Pawbert plunges into the abyss. Gary rescues Nibbles, and Nick and Judy share a heartfelt declaration of their platonic love and mutual importance. Their tender moment is interrupted by the sight of Pawbert, miraculously alive, racing towards Agnes’s home.
Pawbert confronts his family, announcing his intent to destroy the patent. The heroes arrive, with Nick and Judy pursuing Pawbert, while Nibbles and Gary engage the Lynxleys. Mayor Winddancer, witnessing the Lynxleys’ depravity, intervenes, incapacitating Cattrick and Kitty before delivering a decisive blow to Milton. Nibbles and Gary subdue Pawbert.
Within Reptile Ravine, the heroes illuminate the path to Agnes’s home. Gary discovers the original patent hidden within a music box. Pawbert, driven to madness, makes a final, desperate attempt to destroy it, but Hoggbottom, now aware of the truth, apprehends him.
The Lynxley family is arrested, the expansion is halted, and reptiles are finally able to return to their ancestral lands. Chief Bogo awakens from his coma, and Judy and Nick successfully complete their "Partners in Crisis" course. Gary hosts a celebratory party, reuniting with his returned family. Nick gifts Judy the repaired carrot pen, on which he confesses his love. Their next adventure awaits as they set off to apprehend Bellwether, who is attempting to flee Zootopia.
